从美国、英国、中国的官方入口开始，区分基础指南、政策更新和适用边界。
一个人创业，先查哪里的设立与财税规则？
先确定实际经营涉及的司法辖区，再看对应官方原文。美国入口包括 IRS 与 SBA，英国包括 GOV.UK 与 HMRC，中国包括国家税务总局与中国政府网。不要用原文语言推断适用地区，也不要把一次页面更新当成法律已经生效。
- 确认主体类型、经营地与规则的适用范围。
- 核对原文版本、发布日期和生效条件；没有日期就保留未知。
